The Texas Investigation & Prosecution of Strangulation (TxIPS) Training Program was developed in 2017 by the Sexual Assault Family Violence Investigator Course (SAFVIC) Program. The goal was to create an 8-hour training course on how to effectively investigate and prosecute strangulation crimes.
The purpose of the Texas Investigation & Prosecution of Strangulation Training Program is to build a bridge in educating law enforcement and prosecutors about the symptoms, effects, and lethality of strangulation in the crimes of sexual assault, domestic violence, elder abuse, human trafficking, stalking, and dating/acquaintance violence. The program is funded by the S.T.O.P Violence Against Women Act (VAWA) Program Grant from the Criminal Justice Division (CJD) of the Texas Governor’s Office.
